Eastern Europe and Central Asia (EECA) Task Force

A united front dedicated to dismantling legal barriers, mitigating the harms of HIV criminalization, and combating the inequities fueling the HIV epidemic in our region.
Take Action

The 10-10-10 Targets

The Global AIDS Strategy's 10-10-10 Targets are a roadmap to a more equitable future. They aim to ensure:

Less than 10%

of people living with HIV and key populations experience stigma and discrimination.

Less than 10%

of countries have punitive laws and policies.

Less than 10%

of people living with HIV, women, and girls, and key populations experience gender-based inequalities and violence.

Our Structure & Governance

The Task Force is a community-led partnership grounded in transparency, human rights, and meaningful engagement. We bring together a diverse group of stakeholders, including representatives from key populations across the EECA region, legal experts, policymakers, researchers, and advocates. Our work is guided by the Community Core Group, a coalition of regional key-population-led networks, supported by UNDP and UNAIDS.

Our History & Mission

Established in 2023, the Task Force is driving regional action to achieve the ambitious 10-10-10 Targets set by the UNAIDS Global AIDS Strategy 2021-2026. These targets aim to drastically reduce stigma, discrimination, gender-based violence, and punitive laws affecting people living with HIV and key populations by 2025.
